Aside from being insane, I think it isn't possible -- you can't just
use arbitrary strings for locales, at least on some systems (like
linux) you have to actually build the supporting stuff system-wide for
each locale you want to have available. (E.g., you would have to
write something to /etc/locale.gen, then re-run locale-gen as root,
etc.)
