Given all these troubles, why not just let the sysadmin handle a
system-wide config file? Alias "mtn" to "mtn --rcfile /etc/monotonerc"
and be done. Gives the user an easy way to ignore the rcfile:
--clear-rcfiles. All of this is already built-in to monotone and I
don't see a reason to add more options ("load system rcfile" vs.
"don't do that"), also compile time ("location of system rcfile"),
when this can be easily achieved w/out changes to monotone.

However, a paragraph or two about doing this might be in order? e.g.
"You can define a shell alias for all users, or write a shell script
and place it before the real mtn binary in PATH. On Windows, use a
batch file."
