Well, first, can you send me the source, please? Textutils has been
folded into coreutils, I don't know what version you might have. I
tried one that I had lying around, but it didn't fail.
However, from the error message, it seems it should happen with every
document:
! Undefined control sequence.

\char 64}
l.611 \edef\TeX{\TeX
\spacefactor=3000 }
Why on earth should the \TeX macro use \@ in its definition? The usual
definition from plain.tex does not. What format are you using?
(At the beginning of the .log file.)
