Hi gents, let me inform about the problem in xgettext v.022+. This issue
reltively new and is not present in v.021.

The following example command line under Windows in our project produces error
where the same command in v.021 worked flawlessly:
"xgettext --files-from=files.txt  --from-code=UTF-8 -L Lua -o out.pot". 

The run time error is as follows:
xgettext: Comment at or before <file_name> is not UTF-8 encoded. 

The error happens each time the comments in code text in that <file> (or in
one of the previous in the list defined in --files-from=) contains ANSI or
other non-UTF character. There are plenty of such files in our project,
because of multilingual team that have been working for the same project for
many years.

And there is no way to stop looking into comments in v.022 currently. 

Sadly, we have to stay with v.021


Any thoughts on that?
