[bug #65973] xgettext: Comment at or before ... is not UTF-8 encoded. Program terminates

Follow-up Comment #8, bug #65973 (group gettext):

OK, then it's all as it should be: xgettext provided an error message and
exited with code 1.

> The problem, as I see it now, is not the the warning itself that appears -
the fact that xgettext does not move on after that.

There are fatal error situations, and this is one of them. I gave advice in
comment #1.
