[bug #65973] xgettext: Comment at or before ... is not UTF-8 encoded. Program terminates

Yes I know, our project is utilize UTF, but the in-code comments... 

The problem in v.022 is in comment lines that code contains, and still sitting
there from the early scratch many years ago. 021 did not bother about them if
no --add-comment argument was given.
Why v.022 looks-up every comment line (in which the problematic characters
are) despite the absence of --add-comment arg. 

Just want to know if such change in behaviour has been done intentionally or
it looks like a bug?
