Strictly speaking, it is also acceptable to disclaim copyrights, but
assignments are recommended.

If there is any serious reason why it is impossible to assign  copyrights, we
can still accept patches historically. That is because GRUB was not GNU
Software originally and had (and still have) a lot of code copyrighted by other
people. However, I have made big effort on having people to assign their
copyrights to the FSF (including the original author Erich Boleyn), in order to
make GRUB stronger legally. So I recommend copyright assignments, even if it is
difficult for you. It is quite easy to increase legal problems, while it is
hard to decrease them.
