Matthew,
  I agree with you on the need for some organization.  There are
several possible ways of getting organized.  In order to reach
the goal quickly, we need to learn one important lesson from how
the Linux came to be.  While the GNU project had a "tightly-knit
team" working on their kernel for the GNU system, a previously
unknown CS student got the job done through leadership and
"release early, release often".  A creatively-chaotic environment 
with good leadership is more productive than an environment that
is organised in a more "orderly" manner.

DotGNU needs to consist of between 10-20 subprojects that are
each led by a leader who does for the subproject essentially
what Linus did for Linux.

It is not possible to organise that kind of effort before enough
competent developers are here who can become leaders.  Hence
the need for an early press release.  The press release was
certainly not perfect, but it has served its purpose by pointing
interested people to the right website and by correcting some
misconceptions that had been caused by the FSF press release.
