This RFC discussed subcommittees.

Some jobs in a Working Group can not be done efficiently by one person.
Therefore it has been suggested that those jobs will be assigned to
subcommittees (note that there are no committees). A subcommittee consists of
one or more persons (preferably more than one). Usually subcommittees are
assigned to one and only one task.

An example of a subcommittee is the Librarian subcommittee discussed in RFC 4.
