"modified Emacs releases" is somewhat misleading, as it implies that
the Emacs used in those "modified Emacs releases" has been modified,
while most of these do not actually modify Emacs C code, or code
distributed with Emacs.

A common term used nowadays is 'starter pack'.  Perhaps that would
suffice?
