This changed in Emacs 24, eight years ago.  Previously C-u was bound to 
isearch-other-control-char, which (by default) aborted isearch and called 
universal-argument.  With Emacs 24 and above it is bound to 
universal-argument without aborting isearch; for example, C-s C-u a 
searches for "aaaa".
