   It is unreasonable to expect us to conduct a user survey before every
   behavior change.  It would make an impossible obstacle to any such
   development in Emacs.  

But that is not what I asked for.

Just recently two changes at least (y-or-n-p and C-s M-y) have caused
grief because one didn't query even the smallest sample say in
emacs-devel and discuss it for a bit before making the change.

   We also don't have any practical way of asking a large sample of
   typical users and getting answers quickly.

Thats a good thing, people act to fast these days and hurry through
changes.
