I'd still harbor the intention of adding a checkbox "await
referral report" to a referral widget... Eventually we'll have
actions that generate expected events that get matched to
occurring events down the line. This is a fairly generic
concept including requests, referrals, lab, exams, todos,
recalls, repeat meds, etc etc.
