That isn't really true. There is quite some language and
country specific data included.

No, those are included.

They are having problems because they a) didn't understand
and b) weren't sufficiently hinted at (by the GUI) that they
have to enter a *full* address if at all including a state.
99% didn't include the state (region, province, whatever).
In most cases the state *did* exist in the database (I
checked).

What we should point out in the appropriate place is that
people can always use the pseudo-state '??'
(state/territory/province/region not available).

In 0.3 we much improved the error notification regarding
missing address fields so that should help. I am considering
defaulting a missing state to "??". This will lead to a
whole bunch of incomplete addresses but, oh well...
