Yes, that's the approach, except that one could nitpick at the
wording:

The template is a pre-written not-yet-quite-TeX file which is then
substituted into by GNUmed to make a fully compliant LaTeX source
file. That, in turn, is compiled by the pdflatex compiler into
a PDF file.

So, the template (like a class or object in programming) is
turned into an instance thereof. And that is compiled into
executable, that is, printable (well, technically not quite),
form.
