Maybe I don't understand

        '… even before auditing would set in'

Does this maybe refer to the semantic (the meaning) of problem even before the 
decision to make a change vs not gets captured (technically) in the audit table?

IOW the audit *would* 'set in' (capture the change) if it was made?
