Current encounter type should be at least *visible* in the header (like Caveats 
/ Allergies).

Given your expectation that anyone would wants to edit likely wants to access 
(to be able to change) more than just the encounter type, what about making it 
available like the Caveat, so that the user has the choice of

1) editing within the Notes editor i this provides them with adequate access or

2) program it like the Caveat editor … a double-click on the item in the header 
evokes the editing tool ?
