Create a patch using 'cvs diff -dupN' and post it to gcc-patches.
We can discuss the patch once you've got something that works. I
think that if you copy what libstdc++ does, you'll get a fairly
decent first version.

If you are doing the library, you should also add the configury
hooks. Again, c-n-p what is done for other target libraries.
