Thanks, Gary.  I made the change (on the remote RPi) and restarted
the service, but it still didn't work.

Debug it this way, as root:
       # pstree -paul | fgrep gpsd
       # netstat -apn | fgrep 2947

Also, if you are still running gpsd under systemd(enier) then there
is more to do, as outlined here:

Sorry you had problems downloading, but I see they are now resolved.
I hope you can check whether the RAWX file is correct.

I'm not sure what "correct" means in this context.  It does appear to be
a valid ub-blox binary stream.  And it has UBX-RXM-RAWX:messages
in it.  I viewed it this way:
       ubxtool -f 4h-raw.ubx

I used the procedure on the gpsrinex mane page to crerate a RINEX file and
sent it to NRCAN.  They promptly processed the file and returned this
result: http://webapp.geod.nrcan.gc.ca/CSRS-PPP/service/results/file?id=kgpJ1V-bYWFcvysIv95Wgyr3hFFRlL4oT6O5m_C4QhE&lang=en&fid=000&type=full

lat/lon under 3m Sigmas(95%), alt under 5m Sigma(95%)

So it looks like current gpsrinex is working fine.  Looks like you just
need to update your gpsd.

I can see how gpsd behaves on a pre-systemd RPi using the commands you gave, and this will help in any future fault-finding.

I'll likely try to reproduce the procedure to recreate the RINEX file and submit it for processing. The we can see whether I need to further update my gpsd.
