Moving from /usr/local/sbin to /usr/sbin/ violates FHS.

/usr/sbin is for distro installed root executables.  /usr/local/sbin/
is for user installed root executables.  You already had problems with
mingled gpsd from your distro and from source.  Don't twist the tigers
tail.
