The usual way is to register them manually on the source hosts (the one that own
the file systems). If you registered all your resources in mountables:
it would be striaghtforward to get cfengine to check all registered
filesystems on the host that hosts them, assuming you used a rational
mounting convention. (Alas most folks don't). I think the reason
why I hvae not done this automatically is that one often has rather
different criteria for each filesystem.
