Yes, it may get pushed out. When and how much should depend on the available
bandwidth of the peer. The idea is, that if the peer is idle, it uses the
bandwidth for migration, if it is busy, it does not. How well the current
code implements this may be a different story, but minus bugs this is the
idea :-)
