uuuhhh didn't I mention? that is not working I thought it was just a dummy
option like for future use or used to tell the programm the maximum possible
upload not the upload rate you actually want to have for whatever purpose.
Anyway I am 100% sure that it is not working so either this is a bug or it is
not implemented.
