The slots counting is very approximate, and there's a small window between
the moment new uploaders can get in, and the moment they are assigned a
slot, which closes the window when enough slots are assigned.

Since the rate at which new candidates come in can be quite high, many
additionnal uploaders can enter the window. To avoid those "overshots", I
throttled the entry of uploaders to one every 5 seconds, but throttling is
no longer in CVS 2.02.

BTW, this is only a workaround, a precise counting, or even a full upload
queue, would be much better ;)
