For eMule, the point is the credit system. 
If your upload queue become full, you will deny anyone, even incoming peers
with high credits. 
Hence the "infinite upload queue".


Even without a credit system, a "long enough" queue may be important for any
kind of upload prioritization (files fairness, or anything else)...
