Follow-up Comment #9, bug #57049 (project octave):

This might be an upstream bug in gnulib.  You might want to check to see if it
has been reported.  If it hasn't then that is probably where it needs to go.

I see these other instances of INTL_MACXOSX_LIBS which might also be
relevant.

It is also possible that the bug has been fixed.  We keep a static copy of
gnulib under Mercurial control that we update occasionally, usually before a
new release.  It is possible that updating gnulib would pull in a fix for
this.  I never remember the exact sequence to pull and update this subrepo so
I'm adding jwe to the CC list.
