This works for me on Windows with a build from hg id e04f7335e252.
Not sure of any of those settings can be related:
Does it make a difference if you toggle "Use native file dialogs" on the
"General" tab of the preferences?
What is your setting for "Force newline at end when saving file" on the
"Editor" tab of the preferences? Which text encoding are you using?
