Follow-up Comment #2, bug #64330 (project octave):

I can confirm the problem on linux with the same 
hgid (>> version -hgid ans = e04f7335e252). 
Default encoding is utf-8. Toggling other preferences does not make any
difference. See the screenshot (the spinning wheel is not on the screenshot,
but it should be there).

ans = efcfafb7ad16

works fine.
