That's the way it used to work with W9x.  eXPrivacy is somewhat different.
How different I don't know or care, because it's eXPrivacy, the final push
that got me to dump a decade on MSWormOS because it crossed a line I
wasn't willing to cross, but it's possible it has to do with the signed
code guards, etc.

A similar possibility might be to find all the duplicated dlls, copy both
sets off to a backup location, and have a batch file that switches them
out into the system (plus does any necessary registry hacking) as
necessary.  I had similar types of scripted solutions in place for a
couple things on W9x, but again, the additional system security eXPrivacy
has may make that more difficult (altho not impossible).  However, I don't
believe this would allow both to run at once.

Or... it could simply be that there's more to it than the single dll
you've been putting in the app dir, like I said, possibly a set of
registry entries, or more likely, a couple dlls (or anyway one more than
you've been doing) that need to be handled.  As I mentioned, GTK+ has
three components, so it's likely it has three, possibly more, dlls.
