Didn't seem to work.
1. with sudo:

Replace the last line of zebra.conf from this:

To this:
log stdout
Then try to repeat the step below:
> # sudo /usr/local/quagga/sbin/zebra
So I believe zebra will tell what it is preventing its startup.
