I'm a little surprised to see these problems still there with PGP.  Try
building the sks 1.0.7 distribution.  It should be fixed in that version. 
You should be able to just shutdown the CVS version and start up 1.0.7
with no problems.  If the problem persists, we can look into it in more
detail.
