For now I've created a simple PHP client[0] to perform this check. You
mention CGI script (presumably perl? or are you thinking a C
application?). If you have the time for it, feel free to create a port.

The input it would have to take is "keyserver" and "key_id" as a query
string (GET request).

The output is json encoded in the form:

Going forwards, if enough clients are added, I can then grab data from
various sources. I'll see if I can get around to updating my
document[1] later today to reflect multiple sources.

The current client can be tested at [2].
