It requires funding, or researchers in the field that are interested in 
doing the programming.

Last week I was watching NASA TV.  Opportunity has just set down on Mars 
and some science magazine reporter was asking the engineering project 
manager for the Mars rover, Pete Theisinger, whether he thought the 
science team would be happy if they overshot the location they had in 
mind for landing. 

He said: "I don't know, but I do think they'll be happy to be on Mars."
