They don't have to think about it.  They just do their copying and
modification as they wish.  If they leave off the license notice, or
never think about licensing, that's ok.  It happens all the time.  It
doesn't make what they did illegal.

    I think that practicality comes first. 

I'm sorry, I simply don't see that the licensing of texi2html.init has
any effect on practicality.

I understand you want users to be able to copy snippets and modify them
to their liking for their own purposes.  I agree.  And I don't see how
having texi2html.init under the GPL prevents that.

    license than the main program

Ok, arguing in the hypothetical world where texi2html.init has been
switched to pd ...  It would be a substantial complication to have parts
of the file under one license and parts under another.  That is very
uncommon, and never desirable.  It would be much better to have those
functions in another file that is GPL'd.
