I was (confusingly) speaking generically.  Sorry.

If we can get everyone to sign papers (or rewrite the necessary bits),
the FSF will be the sole copyright holder of texi2html.

    I think that we retain copyright over our own work, and FSF is also
    copyright holder. But I may be wrong.

No, the assignment agreement makes the FSF the copyright holder of the
code being assigned.  But the agreement that you sign also "grants back"
to you (the author) the right to do anything you want with the code.

There are also disclaimer forms where the author puts code in the public
domain; in that case, the FSF doesn't become the copyright holder.
