I don't think so. The default is fine if you like plain html files with no
fancy design, similar to the output of makeinfo --html, but if you want some
fancy design (like we do with lilypond, for example:

then you need some deeper modifications, e.g. a two-line navigation bar
instead of the default one-line bar, custom header fields like alternate
style sheets, different formatting for xref (i.e. no "section blah"),
different footnote formatting, etc.
The fact that texi2html is so flexible, just calls for pushing it, and for
that you sooner or later have to modify some internals, defined in
texi2html.init...

[1]: This is the direct output from texi2html with out init file, the only
postprocessing done are the insertion of the footer bar (since we can only
determine the available languages after all files are created) and the
adjustment of paths in links, since we move files around a bit after
creation...
PS: With lilypond we don't have a problem with the .init file being GPL, but I
think texi2html should also be available to other projects, that want to use
other licenses like BSD or MPL. Those projects might have a problem with
licensing some config file as GPL and the requirement to explicitly point
users to the GPL...
