No, unless you change font generator on your console or in Xterm
(e.g. the shape of each letter, *outside* of Lynx).
You should not change "Display character set" without this,
please read HELP on options menu. (my yesterday's patch
aimed to clarify situation even more).

The document in subject _is_ in windows-1251 charset (check "=" Info Page).
("Assume character set" has no effect when you see the page on-line)
The problem reported from the translation stage, so this is the case
when "Display character set" != windows-1251.
If you set "Display character set" to windows-1251 (whether you change
font shapes or not - it doesn't matter in this case) you just avoid
any translation in lynx, so it is not surprized you see the same output.
Try setting "Display character set" to us-ascii or iso-8859-1
and see what's happen.
