lynx-dev Help Request

I downloaded the Lynx version 2-8-1 from download.com and I cannot figure
out how to run it.  I am using Windows98 as my OS.  I have tried in DOS
prompt with no success.  I just need a pointer: which file do I start with
and how do I access it?

I have used MacLynx beta on an old Mac and it was easy for me to use.  I
just cannot figure out this Windows thing.
