In my mind there is no question about this. We must store netsync permissions as well; a file-sharing server is a real, physical resource. It needs access control.
(In fact, I'd very much like to store not only netsync permission, but a list of netsync servers and the branches they serve, in a policy branch. This way automatic failover and inter-server syncing can happen automatically, and users can stop caring so much about the exact server they talk to. Add a new server to the netsync server group and all clients should see it once they pull new policy.)
