I think that's a bug in the standard.  It should require DESTDIR.
What's the point of a feature you can't rely on?  It seems silly.

Needless to say, automake supports both approaches.
For some reason users seem to get attached to one or the other.
I suppose we could help enforce DESTDIR by checking it during distcheck.
