I'm to blame for the pcvs-util.el, I think, but I must say I can't
remember nor figure out why I did that.

For the others, I believe the expectation is that it's common to use only
a small part of those files (like a handful of functions from CL or one
particular command from dired-aux), which is the most favorable
situation for byte-compile-dynamic.
