If loading multiple files is an optimization concern, that can be dealt with in a manner similar to package-quickstart ---
It could, but it will add an extra complexity level for something that is actually very simple, just needs some improvement in the current format and maybe some comments here and there with quotations. A custom-quick-start at the end will be a generated file similar to what we have now right? So why split to merge latter? The custom file at the end must be modified and managed by the custom interface and the user direct interaction with that should be minimal. So grouping and organizing that generated output a bit better could be enough (I think)
