Hi, thanks for your interest ;-). A Julia API for the Gnuastro library will
indeed be very useful, its great you are interested in contributing in this
project.

About the bootstrapping problem, it may be better to post it as a "Bug". Now
that you are a member on Savannah, you can just hover your mouse over the
"Bugs" menu on top of this page, and click on "Submit New" to post the bug and
describe the problem. 

This will help keep this list only on the GSoC discussions ;-).
