Treat inter-db connections as just another connection to
the remote database and thus be subject to the same access
restrictions to the remote db as any other db access.

AFAIK in-db ref integrity checks are done with user rights as
well so why should it be any different ?

Bootstrap* already does this (setting up generic groups, that
is).
