My vote. Sort of an industry-standard for that and likely to
be the format of officially available contacts databases.

Yes and no. I would not make "contacts" a whole service all by
itself. IMHO it belongs into the "reference" service. However,
it need not be part of our *schema* for "reference" but can be
tied (as an LDAP source) into the "reference" service by the
"reference" XML-RPC server...
