I wondered about that too, but it is possible that the manufacturer's line of 
disinfectants contains in all but one case a variety of strengths, where the 
one which does *not* contain the ingredient of interest -- perhaps because of 
(other) shared ingredients -- came under the requirement to be regulated. 
Perhaps the 0 could denote that it has none of whatever drug is shared by the 
other products in the line.
