When despite being in Canada, with province defaulting to BC, I input

        Community = Vanc

my phrasewheel matches always show

        VANCOUVER PENINSULA (6330)
        Vancouver (V5T 2A8)

despite that the first turns out to be located in Western Australia which I 
only determined from querying the backend, and also (6330) means nothing to me, 
and when the database has been bootstrapped to contain city names from many 
countries (which may be duplicated) it risks to be too easy to pick a wrong 
city.

While possible to remove many cities (from other countries) from the back end
- this is not possible once they have been used
- they are helpful to be available, when needed

so better would be:

1) filter by taking into account the values which can have been defaulted (or 
could have been user inputted)  into region / country
2) show region, country within the community (urb) phrasewheel line items

? feasible?
