It *partially* does, where the user inputs a 'date discontinued', since such 
medications can be reviewed (brought into view) by clicking 'show inactive' 
toggle.

However if a drug is altered or deleted, the record of its (until then) dosage 
gets copied over to the audit table and becomes unavailable. Changing that 
would be part of what is needed... to achieve this, I had earlier made a 
proposal on the list if it can be eventually gotten to.
