This already said "download", but to me download has the connotation of
request and two-way communication. In GPS, ephemeris/almanac are
always sent and they are just received.
I'm not sure what the scope of this document is; it seems like it won't
ever be an authoritative reference and probably shouldn't be. So trying
to make it more complete and have it get longer is not clearly a win.
