Sort of, but I have no way to turn it back into u-blox or JSON so I can
feed it back into gpsrinex.  When I can do that, with your data, (mine
works), then I can randomly try things to see what may work with NRCAN.

Please let me know if you need more.  I wasn't sure how to get the data 
directly so I ended up using:

 gpspipe -x 14400 -R 127.0.0.1 > 10s-raw.ubx
